My first impression was that Chuay Ghan loses a teammate since Helen seems to be conspicuously absent and the 'offer' was some sort of compensation.

The Survivors don't look really "bothered" by Jeff's offer.
I guess we don't know how the sequence was edited, but there are no "shock horror looks - even Jan seems to find it almost amusing.

Brian seems to be really calculating the odds in his solo picture above, Stephanie seems as though she would "go for it".

I have the feeling they're voting on an early merge.

Well, they do have the numbers for that now John and tnhat idea was touted around the boards before the show started.
We know how MB loves symbolism, and there were many images of "three" in the initial promo shown during the S4 finale.

If they are going to split into three a third campsite would have to be operational already as it would be tough for the new members to start building a shelter now.
