Yea..happens constantly. Honestly, it's the whole audience at times. Some "paid participants" did it for a living! Which was odd to me, because back then (approximately) 93-94 when I was doing it..we were paid minimum wage and if memory serves me correctly..it was somewhere around $5.50 an hour.
It's for new shows that are starting up, because nobody knows about it..so they want to have a full audience to appear popular. If you watch new shows, you'll start to recognize certain people in the audience as "regulars".

When they have tourists come with "free tickets", they're let in through a different area as opposed to the paid audience.
