I was assuming this is where Michelle sneaks into his room before the rose ceremony. Looks like a hotel room. I think this is where in a preview she then kisses him and says now let's go send some girls home. IMO this sequence fits the episode description.

Oh, I agree that it is probably Michelle in Costa Rica, but they were saying that cap was what the description was talking about. That cap is from next week, in Vegas, and the description is about Costa Rica, so that cap does not match that description. Make sense?
