So let me see if I get this straight. Joe Don holds the pardon but can't decide who wins it, because it still goes to whoever bids most? But HE gets the resulting money, right? So he lends Nessa money on the premise that he's going to get that loan back ANYWAY--when she pays for the pardon. Admittedly he's still giving up some other potential profit from if someone else bid a lot, and he got all that (versus him staking money that's coming back to himself anyway), but at least he doesn't LOSE money.
Unless someone else can fork over even more than he can afford to "loan". Which is unlikely, since he can loan his entire fortune, added to whatever he thinks is a fair portion of her existing money (15K, she said).
