And Romona get over it, your daughter never acted like that when little, but then again you've never had two little boys both under the age of four.
Little Frankie at least has an excuse for being loud and distruptive....HE'S A TODDLER.

I have twins and they would NEVER have behaved like that in a restaurant. BAD parenting!!!

And nobody holds grudges because he/she may have to use his/her "connections" in the future for some social climbing.

Eh..It's a dinner party, and they can go and on for a few hours, and little boy toddlers get restless. You cannot expect them to stay put the entire time.
I'm not saying that Alex and Simon are not permissive, they might be, but to say that people are bad parents because two toddlers got restless at a dinner party is silly to me.

I will say that once Frankie started playing with the hamburger, someone should have corrected him and told him to stop.

To completely ruin another persons meal is COMPLETELY unacceptable! That "someone" should of been his father or mother.

"got restless"??? Oh, come on... the kid was screaming and stabbing a burger while Jason was trying to eat it. Either take them outside for a breather or call "au pair" to come get them. Worst case, one of the parents can take both boys home. Plenty of options aside from watching your kid scream for fun and stabbing someone's food. Bring books, toys, whatever.... do some parenting...
