Victor reported Victoria to the Feds (the whole Japan thing).

Giving them time to replace the actor that plays Chance... I don't think he's dead.

I'm guessing that Chance and his brother have put their heads together and staged this shooting drama, and that Chance is fine.

I think Philip is the one that's helping Chance - it's a little too convenient he's back in town at this particular time, and he does have experience in faking his own death.

I also think Chance is playing dead. Look at how he was saying goodbye to everyone. It didn't make sense unless he knew he wasn't going to see them again for a long while. I think Chance and Ronan set it all up and Chance will return in the future.

Loved the actor who played Chance. Liked him when he was loyal to Chloe - hated him when he slept with Heather. Hope that he's still alive somehow...
