Deanna talked about this openly. Others have, too. Procuction asks who they want to keep and even the first night the number is never high enough to cover all who stay. The producers choose those that stay and go from that pool and so it goes. They also choose the order of the roses. Kalon was such a turn off from day one that I cannot believe she opted to keep him. And the fact he ran into drama with Stevie the very first night smells like a producer decision.

Kalon is definitely filler...production-pick for drama and nothing more. I believe the lead will generally have two or three they really like, that they know right away they want to keep, and the rest are chosen by the producers to fill out the story lines for the show.

That doesn't surprise me really. They have to have enough guys to cover the process over the number of weeks that the show airs.
