The bach/ette chooses who they want to keep and production chooses from the pool they left behind. They seek to keep anyone who will offer drama.

Kalon is definitely filler...production-pick for drama and nothing more. I believe the lead will generally have two or three they really like, that they know right away they want to keep, and the rest are chosen by the producers to fill out the story lines for the show.
