That's Kip in Spain with Jillian. Clothes match up to other clearer SCs of that same date.

I don't know if this has been figured out as to why she is crying yet. I was just watching the pre-view of the episode where someone tells her "There are 3 guys here that have girlfriends". This is the outfit she is wearing at that time. I think you folks have figured out that it is at the gondola.

ETA: Gotcha! Now I get it. I don't have ABC on my satellite company's offerings (contract disputes with local affiliate). I have to wait for tomorrow for the episode to be viewed online. It's horrible to have to wait an extra 12 hours. I didn't know that was tonight's episode. Thanks for the info!
