I don't believe that the proposer is one of the guys she rejects at the F3/F2 Rose Ceremony, rather it is Ed who she found hard to let go off PREVIOUSLY.
That is why she wanted to think/reconsider her pick carefully.

I also believe that she asked her F1 for more time to consider her options at which time he "told her things that were hard for her to hear". It is probably also the hugging guy. That scene was NOT a goodbye scene, she would have looked way more distraught in that. Rather she looked upset because she had asked for more time and he questioned her.

Showing Kip & Jill's open mouthed kisses fits in with the "great chemistry" edit I think Kip is getting.

I really wish we could have one thread where sleuthing is done with no regards to someone's favorite. I think many who are rooting for Ed and rooting for Reid refuse to see or acknowledge anything pointing to the other guy.

I am blinded by their undying love too as I also rewatched their 1:1 date and I did not see any tongue on camera. They did change the angle of the camera several times while they were kissing but all you saw was the back of Jillian's head. I am speculating here, based on their 1:1 date starting in the pool where Jillian's VO says how sexy she thinks Ed is--I am sure there has been some tongue by now. Surely in Spain!

OK, I got it bad, it is a US Holiday and I am sure Ed is out celebrating while I am talking about his tongue!
