In the UserCP, under "Edit Options," there is a spot to activate DST. It looks like:
In addition, you may set the appropriate option to allow for daylight savings time in your part of the world.
DST Correction Option:

So, I just went in and changed it to DST corrections always on.

It might have something to do with the way they do Daylight Savings now. It used to be a little later in the Spring (if I've got my seasons right).
Actually, I am also GMT-8, Pacific time, and mine is set to automatically detect. I don't know - it's a mystery. You may have to manually take it off in the Fall.
