Ignore list

If I put a person's screen name on the "ignore list," does that mean I'd never see their posts in a forum? Or does it just filter out private messages from him/her?

It removes their messages from the forum as well. You've chosen to ignore than person totally. The only way you'd see a post is if someone else quoted it. It also blocks private messages.

Unfortunately, I have very little experience with the ignore function, because admins and mods can't ignore users (dang it).
