Snowie, here's the one I use: Irfanview. Click on the "download" link.

It's handy for simple tasks like resizing and cropping images. JPG files are surprisingly small.

P.S.: How does one pronounce Irfanview? We say Ear-fan at our house, but I've always wondered.

I also recommend Adobe Photoshop Elements. It's the free version of Photoshop and still does a lot of great stuff. I make all my avs (and as some of you may have noticed, I change them all the time ) with it and it's great.
