Clearly, he should be drawn and quartered. He should have to refund the money to all those people who bought his CDs as well.

That's a ticket and fine he'll be paying. He won't be going to jail.

Yeah, he came within 5 YARDS of the girl (but even THAT is by WITNESS account and we all know when people are upset, they "flub" facts) and NOBODY was hurt, he did NOT run away laughing and he apologized to the little girl's dad. This whole ordeal is being blown WAY outta proportion, he scared the little girl (who should NOT have been ALONE on the shore ANYWAYS!!) and the parents went ballistic. End of story.
